A game where players have to steal stuff. But once they do (or they attempt to), they now become “wanted”.
The game contains guards (controlled by the game) who will come after those players. Following certain rules—distance, how high your WANTED score is, etc—they will constantly try to catch the players.
As such, while playing, you try to subtly nudge those guards to other players (or manipulate them into making themselves more wanted), while performing your own thievery when the guards are furthest away.
