A world where EVERYTHING a child does until they’re 18 (or whatever) is FULLY their parent’s responsibility.
If you misbehave, your parents will constantly get fined, or even lose their job and land in jail. Children are seen as “forever completely innocent”, so even if one murders someone (for example), that would count as murder by the parents.
The flipside of this, of course, is that parents have a LOT of expectation but also free reign to chastise their kids, to teach them lessons and discipline, to wield power over them and make them “behave”.
