This idea was originally meant for my educational online store, Level 2, Topics Money.
Because the streets/railroad hasn’t been safe for centuries, a country moves all its cash (and gold/valuables/whatever) by plane. Until one day … a huge plane with trillions of dollars crashes in an open field.
Immediately, people try to grab all the money and get away. They try to contain the news to prevent others from coming. The police tries to stop citizens from grabbing the money, but fails when the crowd gets too big and fighting breaks out.
Lots of potential for story from a single simple inciting incident.
Also, could be a game. You start with a “random” crash and scattering of the money. Now players try to move around the board and grab as much money as they can before police has arrived in large enough numbers / all of it is gone. (Board game or Video game would both work.)
